Client: Lake Washington School District

Since 2019, FLO has prepared student enrollment forecasts for the Lake Washington School District (LWSD), the second-largest school district in King County. LWSD first sought assistance in the fall of 2019, as their typical and high two percent annual enrollment growth unexpectedly rose to four percent amid a sustained period of rapid housing development.

Client: Town of Windham, CT

The Town of Windham, CT, needed to visualize and access its asset information in the field. The stormwater system was a priority, as the Town relied on old, scanned maps that did not accurately reflect the current conditions well. It was also difficult to locate the assets from the maps without extensive local knowledge. FLO was engaged to set up an appropriate data schema and digitize the data available in the field and office.

Client: Tacoma Public Schools

Tacoma Public Schools (TPS), a large and primarily urban district, was experiencing an imbalance in student enrollment, requiring an update of middle school attendance area boundaries. Maintaining the ethnic and socioeconomic diversity among schools while balancing attendance at individual schools was one of TPS’s central concerns. TPS also needed to plan for the reopening of a middle school in the 2021–2022 school year.

Client: AWC City of Cle Elum

The City of Cle Elum in Kittitas County, Washington, is small, with a population of just 1,872 at the 2010 census. About an hour and a half by car from Seattle, Cle Elum is a popular area for camping and outdoor activities.

The City of Sumas is a small city of 1,600 residents in Whatcom County, Washington, that plays a vital role as a port of entry between the U.S. and Canada.

Client: AWC Mukilteo Water and Wastewater District

Mukilteo Water and Wastewater District is the oldest active district in the state of Washington and provides both water and sewer services to the Mukilteo and South Everett areas. The District has been expanding its use of GIS from separate ArcGIS Online hosted features for fieldwork with otherwise local GIS data to an integrated, on-premise Esri Enterprise system to provide data access and management capabilities across more staff.

The City of Bainbridge Island is a small city of 24,859 people in western Washington state. Although it is located just 35 minutes by ferry from Seattle, the island feels like a small town, featuring a combination of farms, wineries, hiking trails, scenic vistas, and local arts.

Client: Orleans Parish School Board

Every ten years following the release of the U.S. Census data, school districts must review the boundaries of their school board member districts to determine whether the districts are population-balanced; contiguous; and comply with all local, state, and federal laws including the Voting Rights Act of 1965. After providing redistricting services for the City Council for New Orleans, Louisiana, FLO assisted the Orleans Parish School Board with redistricting services.

Client: School District of Philadelphia

The School District of Philadelphia (SDP), serving the children of the City of Philadelphia, is the eighth-largest school district in the country. The SDP’s portfolio of buildings is impressive; it directly operates 217 schools, including 177 neighborhood schools, 20 special admission schools, 12 citywide admission schools, and eight other schools. The SDP also includes 87 charter schools that are independently operated, 21 of which are Renaissance Charter Schools.

Client: Rockford Public Schools

Rockford Public Schools (RPS) is a medium-sized district of about 28,000 students in Illinois. Over the past ten years, RPS has experienced shifting student demographics, including a substantial increase in the number of English language learning students. RPS sought support in creating student enrollment forecasts to understand ELL enrollment trends and student enrollment over the next ten years. FLO used this and student location information to analyze special program access with a focus on ensuring equitable access to special programs.

Client: Poudre School District

Poudre School District (PSD) is a large school district in northern Colorado with approximately 30,000 students and 56 schools. PSD sought to gain a better understanding of student enrollment trends in the district, including where students chose to attend school, what specialized programs they enrolled in, and the demographic characteristics of those students.

Client: New Lenox School District

The New Lenox School District (NLSD) needed ten-year student enrollment forecasts to help determine whether attendance area boundary changes for primary, intermediate, and/or junior high schools would be needed in the future. FLO completed a student enrollment assessment that integrated the NLSD’s student information system data, school locations, and attendance area boundaries into FLO’s systems for analysis and visualization.

Client: Jefferson County Public Schools

The second-largest school district in Colorado, Jefferson County Public Schools, was seeing shifts in its population and demographics that were reflected in declining enrollment and high rates of school choice selections that led to the closing of 21 district schools in three years. The District contacted FLO for help in analyzing the enrollment trends and school boundaries, consulting with the community, and providing recommendations for strategic actions to address these challenges.

Client: Harford County Public Schools

Harford County Public Schools has the eighth-largest student enrollment of the 24 public school systems in Maryland, with approximately 37,000 students at 55 schools. It covers a mostly suburban area northeast of Baltimore. At the time of the project, HCPS also had three major capital projects planned for upcoming years. Due to rising student enrollment and special education program enrollment, several schools in HCPS were at or over capacity.

Client: Camden City School District

The Camden City School District was experiencing severe changes in enrollment, with overall census dropping by half from 2012, while the number of facilities operating had not decreased at the same rate, leading to consistent budget shortfalls each year. FLO, along with community engagement subconsultant Bloom Planning (Bloom), worked with CCSD to design an analytical school planning review and a public committee process to get input on how to best address the multiple needs of the District.

Client: League of Arizona Cities and Towns

The League of Arizona Cities and Towns promotes municipal independence and provides professional assistance to the municipal governments in the state of Arizona. The League realized Arizona municipalities were facing expectations from their constituents to deal with housing challenges, including lack of housing stock and a need for more affordable housing.

The Florida League of Cities serves the needs of Florida’s cities and promotes local self-government throughout the state of Florida. FLC provides members with tailored advocacy tools and training programs designed specifically for municipal officials. Each year, FLC conducts the CityStats survey to ask municipalities about municipal operations, budgets, policies, utilities, facilities, and public services.
