Redistricting
Mapping and Line Drawing
At its core, redistricting requires geographic expertise and an understanding of spatial relationships and components is crucial to producing fair and equitable boundaries. Our geographers and analysts are trained users of GIS software and are experienced in navigating important spatial considerations, such as contiguity and compactness. Redistricting is an iterative process and we’re ready to review and revise maps based on informed input and public feedback to create representative electoral districts for your community.
Demographic Analysis
Population equality is one of the key components of fair and representative electoral districts. Our team will aid in the creation of districts that have approximately equal populations to comply with the "one person, one vote" principle. We will also employ our demographic expertise regarding the Voting Rights Act, which ensures that minority voters have an equal opportunity to elect representatives of their choice. When warranted, we will support the establishment of minority-majority districts, in which a minority group makes up the majority of the voting population.
Census Bureau Data Expertise
Decennial census data is the backbone of redistricting. Our demographers and analysts work with the latest data from the U.S. Census Bureau and have experience and insight into how to visually present population and demographic information to highlight what matters most to your community. Redistricting is a data-intensive process and having a team with expertise in decennial census data and other datasets is critical for achieving results that are transparent and easily understood.
Redistricting Tools and Web Applications
To ensure that the redistricting process is accurate and in compliance with legal standards, we use industry-standard mapping software (e.g., Esri ArcGIS) to analyze population data, consider existing natural and political boundaries, and incorporate areas identified by constituents as communities of common interest. We also employ these tools to perform statistical analysis to evaluate the impact of different redistricting proposals. Best of all, the use of web maps and custom applications allows you to make the redistricting process transparent by providing public access to the data, proposed maps, and decision-making criteria.
Training and Public Engagement
We relish the opportunity to teach others about mapmaking and demographic analysis. Our staff will provide you with guidance on redistricting principles so you can confidently interact with your community and foster informed feedback. We will also share proven public engagement techniques, because using clear and consistent messaging while creating opportunities for the public to engage is key for conducting a redistricting process that leaves your constituents and leaders feeling positive and confident about the outcome.
Community Outreach
Community outreach in the redistricting process leads to an informed constituency that can advocate for their communities. FLO Analytics has the expertise and staff to effectively lead the engagement effort both virtually and in person. Robust engagement lets that community know that input is valued. When constituents know they are heard, they are more likely to support the outcome of the redistricting process.
Converting At-Large to By-District
Converting your current at-large elections to a by-district election system does not need to be daunting. Our team has the expertise to make the process clear and accessible to those invested in it. Whether it’s a public-facing conversion or a board-driven exercise, we have the technical knowledge and the facilitation skills to process painless and foster mutual understanding.
Voting Precinct Adjustments
After the redistricting process, revising voting precincts, also known as wards in some parts of the country, is an important next step to prepare for future elections. Ensuring that precincts align with new congressional and legislative boundaries is a task that we take seriously.
