Town of Windham GIS Development

The Town of Windham, CT, needed to visualize and access its asset information in the field. The stormwater system was a priority, as the Town relied on old, scanned maps that did not accurately reflect the current conditions well. It was also difficult to locate the assets from the maps without extensive local knowledge. FLO was engaged to set up an appropriate data schema and digitize the data available in the field and office.

With a limited budget and an eye on efficiency, FLO evaluated and implemented the Esri Stormwater Data Management solution (which includes a series of prebuilt maps and applications) for the Town’s ArcGIS Online environment. This provided an industry-standard data schema and reduced design and deployment costs. FLO then digitized the existing stormwater assets from the scanned map, using high-quality aerial imagery to confirm and update locations. With customized training and built-in field and web editing capabilities, Town staff can update and add assets as needed, keeping the system information current and accurate.

FLO has also created several other GIS assets in the Town ArcGIS Online account, including deploying Esri solutions for roads, bridges, and one of the town cemeteries. The cemetery solution involves spatial and tabular related datasets and several Esri web applications, including back-end data management, on-site field data collection, and a public interface. FLO worked with the client to ensure the applications matched their needs and handled the incomplete cemetery data, streamlining the solution for easier management. FLO delivered customized training for town staff to ensure they could effectively manage the cemetery data and solutions, particularly for entering new records and editing existing ones.
