Using Data and Community Engagement to Create a Road Map for Future Planning Following School Closures

The second-largest school district in Colorado, Jefferson County Public Schools, was seeing shifts in its population and demographics that were reflected in declining enrollment and high rates of school choice selections that led to the closing of 21 district schools in three years. The district contacted FLO for help in analyzing the enrollment trends and school boundaries, consulting with the community, and providing recommendations for strategic actions to address these challenges. FLO conducted a comprehensive study of current school boundaries, articulation patterns, enrollment trends, program locations, and school choice patterns. Our partner, GBSM, conducted a 2023 community survey and 2024 parent focus groups. 

The district and board of education used the findings and recommendations from both efforts to implement short-term boundary changes, create or improve upon internal systems and policies (e.g., developing a strategic choice management plan), and determine next steps for longer-term facilities and boundary planning. Based on FLO’s work, the district is moving forward with confidence in its plans to operate more efficiently and ensure equitable and high-quality education for all students.
